EU roaming with the Western Balkans: negotiations can begin

The EU may negotiate agreements on roaming without extra charges with six Western Balkan countries. Free roaming does not apply yet.

What is new?

The Council of the EU has authorised the European Commission to negotiate separately with Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia. Only completed agreements could later make roaming at domestic prices possible.

Who is affected?

This is particularly relevant if you travel, make calls or use mobile data between an EU country and one of these six Western Balkan countries.

What should you do?

Do not change your mobile plan because of this update yet. Before each trip, continue checking your provider's current roaming prices and country groups.

When does it apply?

The negotiating mandate was granted in June 2026. There is no start date for roaming at domestic prices yet; agreements must first be concluded and rules aligned.
